Strong mode re-encodes each page's images at a lower resolution and quality, which typically brings a 20 MB scan under 2 MB. Text-only PDFs are already small and will not shrink much.

Will text stay selectable?
In lossless mode, yes. Strong mode rasterizes pages, so text becomes an image; use it for scans and photo documents, not for text you need to copy.
Why is my PDF not getting smaller?
Because it is mostly text and vectors, which are already compact. Only images have room to shrink.
