Most oversized PDFs are scans or photo-heavy documents. Lossless mode rewrites the file structure and can trim 10–30% with zero change. Strong mode re-encodes each page's images at a lower resolution and quality, which typically brings a 20 MB scan under 2 MB. Text-only PDFs are already small and will not shrink much.

Why is my PDF not getting smaller?
Because it is mostly text and vectors, which are already compact. Only images have room to shrink.
